“And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings. And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.”
“And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast.”
There is a move today towards the consolidation of resources because of the economic problems facing every nation on earth. Nations are also cementing political alliances in order to strengthen their national security. The European Union (EU) is one such endeavor. Although it began only a few decades ago, it has become a powerful trading block and political force in the world today.
From the EU’s obscure beginnings after World War II, its intent was to merge economic and political goals and to stop the frequent wars fought between European neighbors. A European cooperative was also needed to achieve peace through strength during the ‘Cold War’ years.
“As of 1950, the European Coal and Steel Community begins to unite European countries economically and politically in order to secure lasting peace. The six founders are Belgium, France, Germany, Italy, Luxembourg and the Netherlands. The 1950s are dominated by a cold war between east and west. Protests in Hungary against the Communist regime are put down by Soviet tanks in 1956; while the following year, 1957, the Soviet Union takes the lead in the space race, when it launches the first man-made space satellite, Sputnik 1. Also in 1957, the Treaty of Rome creates the European Economic Community (EEC), or ‘Common Market’.” (1)
The EEC grew and developed, adding member nations and expanding cooperation into areas such as the development of nuclear power, open borders and the creation of a European Parliament. The European Union came into existence on November 1, 1993 through the power of the Maastricht Treaty.
In 2004, the EU reached 10 member nations. Some students of Bible prophecy saw the EU as the fulfillment of Revelation 17:12 and a definitive sign of the last days. The excitement was short-lived as the EU membership climbed to 11 members then 12, and so on. Today there are 27 EU member countries, with more countries at various stages of the admission process. Yet the question still remains — is the EU in some way part of the Ten Kingdoms spoken of in Daniel and Revelation? Are those Ten Kingdoms a revival of the Old Roman Empire, or something else?
10 Kingdoms and the Club of Rome
The Club of Rome is an non-governmental organization (NGO) which is composed of “scientists, economists, businessmen, international high civil servants, heads of state and former heads of state from all five continents who are convinced that the future of humankind is not determined once and for all and that each human being can contribute to the improvement of our societies.” (2) Founded in 1968 as a ‘think tank’, Club of Rome members have become increasingly influential in helping to shape global policies and institutions as time goes on. The membership of the Club of Rome today includes such leaders as Mikhail Gorbachev, Juan Carlos I (King of Spain), and Javier Solana (Secretary-General of the Council of the European Union). The Club of Rome membership represents all continents of the globe.
In 1973 a map was created by the Club of Rome which divided the world into 10 political and economic regions. The map was part of the Club of Rome’s report the “Regionalized and Adaptive Model of the Global World System.” The late Joe Vieira, a Bible prophecy teacher, constantly spoke about the regionalization of the world and Bible prophecy. We have reproduced this map below from one of Joe’s publications. You can see how the North American Union is forming as Region 1. The North American Union is being enabled through Free Trade agreements (NAFTA, CAFTA). In reality it is another step towards globalization and a New World Order.
In May of 2008, the Club of Rome released their three year program, “A New Path for World Development”, which is designed to steer humanity into a “New Path”. This new path is needed, they say, because the “present path of world development is not sustainable in the longer term” (3)
“The Programme will focus on five “clusters” of related issues within the overall conceptual framework of A New Path for World Development:
1. Environment and Resources: This cluster relates climate change, peak oil, ecosystems and water. Radical and rapid social and economic transformations will be needed to avert runaway climate change and ecological breakdown;
2. Globalisation: This cluster relates interdependence, distribution of wealth and income, demographic change, employment, trade and finance. Rising inequalities and imbalances associated with the present path of globalisation risk the breakdown of the world economic and financial systems;
3. World Development: This cluster relates sustainable development, demographic growth, poverty, environmental stress, food production, health and employment. The scandal of abiding poverty, deprivation, inequity and exclusion in a wealthy world must be corrected;
4. Social Transformation: This cluster relates social change, gender equity, values and ethics, religion and spirituality, culture, identity and behaviour. The values and behaviour on which the present path of world development is based must change if peace and progress are to be preserved within the tightening human and environmental limits;
5. Peace and Security: This cluster relates justice, democracy, governance, solidarity, security and peace. The present path of world development risks alienation, polarization, violence and conflict; the preservation of peace is vital in itself but is also a precondition for progress and for the resolution of the issues which threaten the future.
Within each of these clusters, the issues are strongly linked: thus each group constitutes a coherent and manageable field for analysis. The links between the clusters will be accounted for as the programme proceeds, within the overall integrating framework of A New Path for World Development.” (4)
As with all worldly attempts to bring about peace, understanding, and stability, there is no answer to the fundamental problem facing the world—man’s sinful nature. From the time Cain killed Abel, man’s sinful nature has prevented any real peace and stability in the world. Man’s sinful nature will use global governance to usher in the New World Order of the anti-christ. The stage is being set.
Christ will return, as he must. But know that he is already at work.
“And in the days of these kings shall the God of heaven set up a kingdom which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.”

These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.”
